New York’s CLCPA has been heralded as one of the most progressive and transformative climate action laws in place today. CLCPA requires the NYSDEC to evaluate air permits and other actions for consistency with the goals of CLCPA. The NYSDEC proposed the guidance document DAR-21: The CLCPA and Air Permit Applications in 2021. This presentation will discuss information regarding how CLCPA analyses were completed while developing air permit applications, components of a typical analysis, examples of how to address each aspect of the CLCPA’s and DAR-21’s requirements, and lessons learned from the presenter’s experience of completing CLCPA analyses. The presentation will also discuss common questions and comments received from the NYSDEC.
