William Brizzell is the Director of the Division of Engineering and Program Management (DEPM) at the Environmental Facilities Corporation (EFC). Mr. Brizzell has been employed by EFC for 24 years and has over 20 years of experience with Clean Water State Revolving Fund (CWSRF) program. He has been heavily involved with the development and implementation of changes to the CWSRF since the early 2000s.

Mr. Brizzell is responsible for staff providing regulatory review of CWSRF projects, including review and approval of engineering agreements, engineering reports, and plans & specifications. Under Mr. Brizzell’s management, DEPM is also responsible for the preparation of a variety of CWSRF program management tasks, including preparation of the annual Intended Use Plan and required reporting to EPA.

Webinar Description:

EFC administers the Clean Water State Revolving Fund (CWSRF) and co-administers the Drinking Water State Revolving Fund (DWSRF) with the NYS Department of Health. The SRF Programs provide subsidized financial assistance to qualified municipalities to undertake eligible water infrastructure projects. The Bipartisan Infrastructure Law (BIL) passed in November 2021 adds $43.4 billion to the CWSRF and DWSRF over the next five years.  New York State expects to receive up to $2 billion of this funding.  The BIL adds eligibility for certain types of projects and modifies certain program requirements.  Municipalities across New York State will have great interest in this funding.  The webinar will help educate municipalities and their consultants on how to access this funding and what types of projects can be funded. 

In addition to implementation of the BIL, 2022 marks the first time in 10 years that EPA and the states will be conducting a Clean Watersheds Needs Survey (CWNS).  The CWNS is an assessment of capital investment needed nationwide for publicly-owned wastewater collection and treatment facilities to meet the water quality goals of the Clean Water Act. NYS is asking for everyone’s assistance to provide water quality needs to EFC during 2022.  The webinar will show municipalities and their consultants how they can help New York to document needed water quality projects across the state.
